You have built the scene point by point and have nailed the conclusion. I feel that the PR will do more good to the people and will ultimately help in deepening the democracy. Let me explain, now people have the option of commenting immediately to the view points posed by the party leaders through social media, and that to several extent is creating / helping to build public opinion. Large hoardings are good, it shows how far these parties are ready to go, but it also helps the people to understand the hollowness of the arguments. Soon the political parties will understand their limits of deception and will fall in line.
